At ICC Summit KYOTO 2021 (6–9 September 2021), Masahiro Kotosaka moderated Session 5E, "Building empires — Season 3," the third instalment of the popular history-meets-management series. The subject was the Roman Empire — "the empire of empires." Built around a lecture by COTEN's Ryunosuke Fukai, the panel — joined by Shinsuke Usami (CARTA HOLDINGS), Takuya Kitagawa (Rakuten), and Hirotaka Yamauchi (HAiK) — read Rome's path from a small city-state to a 1,400-year continental power as a master class for modern management. 1,400年も続いた「帝国中の帝国」ローマが、なぜそう呼ばれるに値するのか。本セッションは COTEN 深井氏による、ローマの 巨大化を可能にした4つの理由 の解説から始まり、(i) 権力を絶妙に 分散 しながら独裁者を置かずに早い意思決定ができた仕組み、(ii) 最高権力をもつ 独裁官の任期は半年 という機能的かつ合理的なシステム、(iii) フェーズによってシステムを 変えていく柔軟さ、(iv) 敗戦将軍を 処罰せずシステムを改善 したローマ独特のメンタリティ、そして (v) 領土拡大に伴う属州運用（同化政策）といった具体論まで、現代企業の M&A 後の同化マネジメントにも直結する論点が次々と展開しました。
Why was Rome the "empire of empires" for some 1,400 years? COTEN's Fukai opened with four foundational reasons. The panel then dissected: (i) the architecture that distributed power finely enough to deliver fast decisions without a permanent autocrat; (ii) the staggering institutional design of capping the dictator's tenure at six months; (iii) the willingness to change the operating system as the empire moved through phases; (iv) the Roman habit of not punishing defeated generals but improving the system; and (v) the practical question of governing newly absorbed provinces, an "M&A integration" question for which Rome's same-rights assimilation policy still reads as instructive today.
